Duluth Transit Authority Welcomes Two Key Leaders to Management Team

The Duluth Transit Authority announced today, the addition of two senior leaders to the organization that have recently been made official. Adam Brady has been named Chief Operating Officer, and Cheri Soileau is the Chief Administrative Officer. Both bring with them a wealth of experience in their disciplines and are making an immediate impact. Adam will oversee Operations, comprising of Safety/Security, Maintenance, Service Delivery, Dispatch, STRIDE Paratransit and Customer Experience. Cheri will guide the Planning, Scheduling, Information Technology and Marketing/Communications teams. DTA CEO Chris Belden noted, “After a robust national search, we are very pleased to have these two talented leaders on our team. Both bring unique sets of experience, and I believe their addition will help us build on the momentum of the recent growth in ridership and service expansion.”

Cheri Soileau
Chief Administrative Officer:
Cheri Soileau, AICP, has been in the Transit industry for over 25 years. She’s worked with large agencies in Pennsylvania and Texas and has served as the Executive/MPO Director in Lake Charles, LA. Most recently, she was the Director of Planning and Program Development for the Capital Area Transit System (CATS) in Baton Rouge. She was responsible for all service planning and capital planning activities. She was the project manager for the Plank-Nicholson Bus Rapid Transit project and Lynx by CATS, a microtransit service for the city of Baker, Louisiana. She also has experience in transit-oriented development, light rail planning, and design. She has an AICP (American Institute of Certified Planners) with the American Planning Association. At the DTA, Cheri will oversee Planning, Scheduling, Information Technology and Marketing/Communications teams.
Adam Brady
Chief Operating Officer:
Adam Brady brings 17+ years of experience across commercial aviation, transportation operations, and large-scale corporate environments. At Alaska Airlines, he led Ops Support Services across a 115+ airport network, supporting many functional areas for a system serving 20M+ annual passengers. His airline experience also included leading international operations and regulatory compliance across twenty-one international stations, including supporting network growth and new market launches. Adam later joined Expedia Group, where he held senior management roles focused on program execution and operational performance—building clear operating rhythms, improving performance visibility, and removing cross-functional blockers so teams could deliver reliably. At the DTA, Adam will oversee Operations, comprising of Safety/Security, Maintenance, Service Delivery, Dispatch, STRIDE Paratransit and Customer Experience.
