The Chief of Staff performs and oversees all administrative functions of the Mayor's office.

The Chief of Staff performs and oversees all administrative functions of the Mayor's office.
General Responsibilities
- Respond promptly to constituents by gathering information, coordinating with City staff or others; discusses constituent complaints or inquiries with the Mayor and receives direction; responds to constituent via letter, phone, or e-mail, or social media; researches and follows up on status of projects or pending issues.
- Coordinate day-to-day operation of the Mayor's office: manages workload, is first responder to items of urgency, coordinates office's response to news or changing policy;
- Attends Mayor office meetings, including regular Department Head meetings; monitors and researches items on Mayor's agenda, prepares reports of findings and recommendations.
- Prepares and monitors office's budget, including processing check requests, monitoring balances, and planning annual budget, as well as managing unexpected variables.
- Attend outside meetings during both workday and evenings, including special meetings on urgent issues in the community, and others of a variable nature; represents Mayor at a wide variety of meetings both during workday and evening, as required.
- Prepare and organizes Mayor's meetings and travel, including goals, location, equipment, agenda, participants, and any other variables.
- Supports and coordinates the Superior Days effort with and on behalf of the Mayor.
- Leads inter governmental coordination on behalf of the Mayor with Federal, State, Tribal, Regional and Local partners.
- Plan, organizes, executes, and presents status report on Mayor's mission, goals, and objectives and organizes the annual State of the City address.
- Develop a professional development plan in coordination with the Mayor.
- Performs other or related duties as assigned.
- Research methods, data analysis, and preparation of reports.
- Advanced administration, organization, and policy analysis of municipal, state and federal government.
- Functions of the Mayor's office and City Council.
- City political and administrative processes and procedures and knowledge of the Superior community
- Function of various City Departments and ability to find answers for the public and the City Council.
- Interpersonal communication; especially respectful and compassionate verbal communication, both technical and stylistic written communication, and mass communication via traditional and new media.
- Time management, organization, and general professional skills.
- Intermediate level desktop computers.
- City political and administrative processes and procedures and knowledge of the Superior community
- Function of various City Departments and ability to find answers for the public and the City Council.
- Lead in formulation, implementation, and coordination of City policies.
- Analyze and track state and federal legislation.
- Balance conflicting priorities in a public office environment.
- Communicate clearly and concisely, both verbally and in writing.
- Collect, compile, analyze and interpret statistical data.
- Research City policies and discuss policy recommendations.
- Establish and maintain effective working relationships.
- Tactfully, respectfully, and compassionately respond in a timely manner to inquiries and concerns from the public.
Education & Experience Requirements
Any combination of experience and training which would provide the required knowledge and abilities is qualifying. A typical way of qualifying for this position would be through:

- Equivalent to a Bachelor's degree in the Liberal Arts or closely related field preferred.
- Three years of relevant experience that would provide the required knowledge and abilities.
Must possess and maintain a valid driver’s license or provide suitable transportation as approved by the supervisor.
Must pass the post-offer medical examination for the specified occupational group and drug screen prior to hire.
Must pass a 12-month probationary period to demonstrate skills and abilities to perform the requirements of the position.
No residency requirement.
Reporting Lines
The Chief of Staff reports directly to the Mayor. The Chief of Staff works closely with all the department heads, most supervisors in the city, communications coordinator, and city councilors.

Position Conditions
Most work is conducted during regular city business hours but will also require attendance at after-hours meetings with the City Council, and other city commissions and committees. Most administrative work is conducted indoors in an office in the Superior/Douglas County Government Center.
